". . . Madison hoped further that the interests of the slaves might receive a little protection, sometimes by eastern members anxious to protect them as property, and sometimes by western members sympathizing with them against the oppressive designs of their masters. Madison concluded with a pleas for "the spirit of compromise" that found him, consciously and almost word for word, re-enacting the role played by the aged Franklin at the close of the 1787 Federal Convention.  He asked his fellow delegates not to despair, "notwithstanding all the threatening appearances we have passed through," but instead to "agree on some common ground, all sides realizing in their opinions, not changing, but mutually surrendering a part of them.". . . "

Compromise . . .

. . . is Essential . . . in life.   Why not in government?

An excerpt from a CBS 60 Minutes interview with Representative John Boehner, who was then about to become Speaker of the House following the Republican success in the 2010 congressional elections:

JOHNBOEHNER: It means working together.

LESLEYSTAHL: It also means compromising.

[ . . . ]

BOEHNER: I made clear I am not going to compromise on my principles, nor am I going to compromise . . . the will of the American people.

STAHL: And you’re saying, “I want common ground, but I’m not going to compromise.” I don’t understand that. I really don’t.

BOEHNER: When you say the word “compromise”. . . a lot of Americans look up and go, “Uh-oh, they’re going to sell me out.”

[ . . . ]

STAHL: . . . you did compromise [to get all the Bush tax cuts made permanent]?

BOEHNER: . . . we found common ground. STAHL: Why won’t you say–you’re afraid of the word.

BOEHNER: I reject the word.2

Partisan . . .

In politics, a partisan is a committed member of a political party. In multi-party systems, the term is used for politicians who strongly support their party's policies and are reluctant to compromise with their political opponents.

In the United States, the meaning of the term has changed dramatically over the last 50 years. Before the American National Election Study (described in Angus Campbell et al., in The American Voter) began in 1952, an individual's partisan tendencies were typically determined from their voting behavior. Since then, "partisan" has come to refer to an individual with a psychological identification with one or the other of the major parties.

The president urged a "balanced approach" in his Monday night speech. He pushed for the two parties to work out an acceptable deal, and called for Americans to demand that their congressional representatives put aside short-term politics to reach a compromise. He also said, ". . . We can't allow the American people to become collateral damage to Washington's political warfare. . . "; '. . .stop-gap deal would only mean the Republicans returning again next year to use the same tactics to seek more cutbacks. . . '; "The American people may have voted for divided government, but they didn't vote for a dysfunctional government"; "History is scattered with the stories of those who held fast to rigid ideologies and refused to listen to those who disagreed. But those are not the Americans we remember. We remember the Americans who put country above self, and set personal grievances aside for the greater good."

Milton didn't highlight it, but one word should out in the quote: “Where there is much desire to learn, there of necessity will be much arguing, much writing, many opinions; for opinion in GOOD men is but knowledge in the making.

Mr. Boehner said that he, "made a sincere effort"; "I gave it my all,"; "I didn't want 'mano-a-mano' with Obama" (he was overheard to say on his way out of the building); "Obama created the "crisis" atmosphere". Of Mr. Obama's call for a "balanced" approach in the debt limit deal - one that includes both spending cuts and revenue increases - Boehner said it amounts to Washington-speak for "we spend more, you pay more." The Sacramento Bee said, "In his response to Obama's televised address to the nation, Boehner gave no indication of compromise."
