In the mid 1990s, the gun lobby accused the Centers for Disease Control and Prevention of being anti-gun after a 1993 study found that keeping firearms in the home increased the risk of homicide by a family member or intimate acquaintance — and the National Rifle Association encouraged its congressional allies to target CDC funding. Congress passed a 1996 spending bill with the Dickey Amendment, a rider that barred government funds going to the CDC from being used to “advocate or promote gun control.” Congress stripped the CDC of the $2.6 million spent annually on gun violence research. . .“We hadn’t been advocating gun control,” Mark Rosenberg, who oversaw the CDC's gun violence research efforts at the time, told NBC News. “It was kinda a shot across the bow. It said, 'Look, if you keep doing this, we can make your life miserable.'”. . ."

Generally . . .

". . . The father of a UCSB shooting victim denounced the National Rifle Association and politicians in a heartfelt plea to “stop this madness” . . . after a shooting rampage left seven dead.

A visibly distraught Richard Martinez publicly mourned the loss of his son Christopher, 20, in a heartbreaking speech at a press conference on Saturday in Santa Barbara.

“Why did Chris die?” he asked. “Chris died because of craven, irresponsible politicians and the NRA. They talk about gun rights. What about Chris's right to live?” he pleaded.

Twenty-two-year-old Elliot Rodger, the son of “Hunger Games” assistant director Peter Rodger, is believed to have gone on a shooting rampage in the upscale, college neighborhood of Isla Vista, near University of California, Santa Barbara on Friday night, leaving six dead in addition to himself, and many others injured.

His full statement was: “Our son Chris Martinez and six others are dead,” Martinez said. “Our family has a message for every parent out there: You don't think it will happen to your child until it does.”

“Chris was a really great kid. Ask anyone who knew him. His death has left our family lost and broken.

“Why did Chris die? Chris died because of craven, irresponsible politicians and the NRA. They talk about gun rights. What about Chris's right to live?

“When will this insanity stop? When will enough people say, “Stop this madness!” Too many have died. We should say to ourselves, “Not one more!” . . . "

Leveling . . .

Michael Bloomberg will use his personal fortune to fight, or at least counter, the efforts of the National Rifle Association. $50 million will be dedicated to his new group Everytown for Gun Safety, an umbrella for his two other gun control groups: Mayors Against Illegal Guns and Moms Demand Action for Gun Sense in America.

The new organization will battle the NRA on its own turf and with its very own tactics. Shannon Watts, founder of Moms Demand Actions says Women, and more particularly mothers, will be the key demographic in the outreach to curb gun violence. "Moms are afraid that our children will be taken away. In the end, that's the emotion that's going to win."

Influencing those in charge of writing gun policy though, will be the ultimate goal beginning with creating a political action committee to elect gun safety candidates to office and a 501(c)(4), an IRS classification used to raise unlimited amounts of money to influence voters. It aims to motivate a million pro-gun safety voters to go to the polls in November. The group will also submit a gun safety questionnaire to candidates and keep a score card of how elected officials vote on gun-related issues, another NRA tactic.

By matching the NRA's financial heft, Bloomberg makes the challenge to the NRA a little less daunting. The NRA has spent more than $30 million lobbying elected officials since 1998. Its efforts have been very successful in Congress over the past decade, defeating attempts to ban assault weapons and expand background checks.
