Emerson's (Electric Co. of Sydney, OH) and other companies' payments (Emerson made a $1,000 "special contribution" to each employee's 401(k) retirement account) were a publicity bonanza for the Trump administration and the then-Republican-controlled Congress. Back in 2017, as the tax bill moved on the Hill, lawmakers claimed the cut they proposed in the corporate tax rate to 21 percent from 35 percent would trickle down to workers in the form of higher wages and bonuses. Emerson's action, and similar bonuses and wage increases, trumpeted by hundreds of companies like AT&T Corp. and Walmart Corp., provided proof the Republicans had their economic theory right. . . Or did they? For many of those same companies, a tiny fraction of the total number of U.S. businesses, executives haven't yet announced another round of bonuses or wage increases with the same fanfare — even though the tax law continues to mean billions for their bottom lines. Several advocacy groups that tracked the announcements said no new proclamations have been issued. Americans for Tax Reform, a conservative anti-tax group run by Grover Norquist which boasted last year of ongoing "good news" in bonuses and benefit increases, hasn't reported any announcement for three months. Americans for Tax Reform didn't respond to requests for comment. . . Most American businesses that announced bonuses and wage increases seem to be more like Emerson, which has "no plans to make an additional 401(k) contribution this year," a company spokeswoman said. . . That's what has made the promise of higher compensation so far elusive. The Bureau of Labor Statistics reported nominal wages increased 3.2 percent in January year over year, and by less than one percent — three cents to $27.56 — month over month. While some economists have voiced enthusiasm about the improvement, other economists note that wages must grow for a sustained period to offset decades of stagnation. . ."

Trump’s comments, described by a House Democrat who met with Trump and confirmed by a White House official, reveal an infrastructure plan that appears to be up in the air as White House officials have struggled to decide how to finance many of the projects they envision to rebuild America’s roads, bridges and tunnels. . . Now the administration wants to force states and localities to foot most of the bill. The previous strategy — a push that has taken a back seat to other Republican priorities in Washington — was aimed at luring private investors with promises of federal backing. Some of that thinking appears to be changing. . . The president acknowledged the new approach during a Tuesday meeting with Democrats from the House Ways and Means Committee, who came to the White House to discuss the administration’s tax code rewrite set to be unveiled Wednesday . . . During the meeting, Trump “emphatically rejected what everybody assumed was his position relative to financing infrastructure,” said Rep. Brian Higgins (D-N.Y.), who attended and asked Trump about the proposal. “He dismissed it categorically and said it doesn’t work.”. . ."

". . . On Thursday, the Senate voted 96-3 in favor of new restrictions designed to keep lawmakers from trading stocks based on inside information gleaned from their legislative roles. Democratic Sens. Michael Bennet and Mark Udall supported the bill.The measure also would ban legislators from sharing insider knowledge with others who would make trades on it. In addition, federal lawmakers would be required to disclose their trading activity. The measures also would apply to some members of the executive branch. No doubt, it's a good thing. It's also an idea that has been kicking around since 2006. But it wasn't until "60 Minutes" and others in the media recently began reporting on the issue that it was put on the fast track in Congress. . . "

It strikes me that if it’s illegal for a corporate officer to engage in stock trades based on information that comes to him based on his position, it should be illegal for a Member of Congress or a member of his staff to do this same. The legal position that the information they base their decisions on is “public” because its in Congress is a legal fiction. In reality, as noted above, these people have knowledge about the timing of legislation and hearings, and the likelihood that a particular bill with pass that an ordinary investor does not. It’s either all illegal, or not [none] of it is. . . "
