An ad-valorem tariff is levied based on the item's value, such as 10% of the value of the vehicle. . . Governments impose tariffs to raise revenue, protect domestic industries, or exert political leverage over another country. Tariffs often result in unwanted side effects, such as higher consumer prices. Tariffs have a long and contentious history, and the debate over whether they represent good or bad policy rages on to this day. . . "

". . . Here’s a description from the Urban Institute-Brookings Institution Tax Policy Center, an independent group that models the effects of tax legislation. . . A tariff is a tax on imported goods. Despite what the President says, it is almost always paid directly by the importer (usually a domestic firm), and never by the exporting country. Thus, if the US imposes a tariff on Chinese televisions, the duty is paid to the US Customs and Border Protection Service at the border by a US broker representing a US importer, say, Costco. The Chinese government pays nothing, just as the US government pays no tax to Canada for that nation’s tariffs on imported dairy products. Rather, an importer or supplier for a Canadian supermarket pays the duty on Wisconsin cheese that lands in the grocer’s dairy counter.. . . That explanation, written in September 2018, noted that Trump has a "troubling lack of understanding about how the levies work.". . ."

". . . Trump asserted that the tariffs already in place have boosted the economy. . .“These payments are partially responsible for our great economic results,” he tweeted on Sunday. . . Economists disagree. . .“It’s pretty hard to justify the argument that tariffs have strengthened the economy,” said Dan North, chief economist at Euler Hermes North America. “In the first quarter GDP report, there was a very sharp reduction in imports. Of course that makes GDP look bigger, so that would be a result of the tariffs coming into play. However, that is not a way to grow an economy,” he said. . ."

". . . Article I of the US Constitution vests the power to set tariffs in Congress. The president has the power to impose tariffs at his discretion only because Congress has passed laws granting him that power. If Republicans in Congress think Trump has a bunch of dumb, destructive ideas about trade, they should pass new laws that strip him of that power. . . Trump is expected to justify his proposed metal tariffs by invoking a 1962 law that authorizes the president to impose tariffs unilaterally if doing so is necessary for "national security." Congress could pass new legislation that would require the president to seek a vote of Congress to certify his (bizarre) claim that our dependence on Canadian steel is a national security threat — and that would block his tariffs from going into effect absent such a vote. . ."
